University Eye Hospital of Shahrara
This hospital was established based on a memorandum of understanding signed in 2000 (1379 AH) between the Ministry of Higher Education, Kabul University of Medical Sciences "Abu Ali ibn Sina," and the esteemed International Assistance Mission (IAM). The agreement, which was valid for ten years, initiated operations under the name "University Eye Hospital" within the premises of the Kabul University Health Polyclinic, located in Deh Bori, with a staff of 13 technical and administrative personnel and 25 beds.
In 2003 (1382 AH), the hospital was relocated from the Health Polyclinic to the premises of Kabul University of Medical Sciences and continued its operations with the support of IAM until 18/11/1391 (2012). Following the conclusion of the memorandum with IAM, the hospital began utilizing its own available resources, and on 18th Dalw 1392 (2013), it was officially established as an independent entity. Under the direction of the university administration, it moved from Kabul University of Medical Sciences "Abu Ali ibn Sina" to the Malali Zijenton building located in Shahrara. Subsequently, through the efforts of Kabul University of Medical Sciences and the members of the Department of Ophthalmology, in 2021 (1400 AH), the hospital's management was elevated to a full hospital status, with 56 staff personnel.
Currently, it operates as a center for providing healthcare services and education for students of Kabul University of Medical Sciences "Abu Ali ibn Sina," catering to students, interns, resident doctors, ophthalmologists, and treating our fellow citizens 24 hours a day.
Additionally, based on a prior agreement between Kabul University of Medical Sciences "Abu Ali ibn Sina" and the Fred Hollows Foundation, four personnel from this hospital were sent to Pakistan for bachelor’s degree and technician training in ophthalmology through scholarship programs aimed at capacity building for the eye hospital.
The hospital engages in various activities including teaching (practical work for students), comprehensive examinations, inpatient care, surgeries, biometry, laser treatments, laboratory services, eye examinations and prescriptions, pharmacy services, and emergency cases.
The university Eye Hospital is a pioneer in providing ophthalmic healthcare services and serves as an educational and specialized center for ophthalmology in the country. It spans an area of 12,000 square meters and consists of three buildings constructed from raw and fired bricks. The dimensions of each building are as follows: the surgical building (170 square meters), administrative and inpatient building (864.48 square meters), and clinic building (453.47 square meters), totaling 47 rooms. Additionally, this center has a drinking water well along with six sewage absorption wells.
In terms of facilities, it is equipped with advanced medical instruments and technologies in the field of ophthalmology and has a committed staff of 65 employees dedicated to maintaining its reputation and ensuring progress in ophthalmic medicine.
The development and implementation of a strategic plan for the years 2021 to 2025 will ensure sustained academic activities and service delivery in terms of quality. This strategic plan encompasses a five-year framework addressing inherent uncertainties regarding opportunities and threats faced by the Teaching Eye Hospital.
Consequently, this strategic plan primarily focuses on service enhancement while adapting to ongoing changes within the hospital organization. It balances our need for transformation in service delivery with growth opportunities arising from demographic factors and our market position.

The university Eye Hospital aims to establish itself as a specialized institution over the next five years, focusing on enhancing the capacity of academic and administrative staff, ensuring patient satisfaction, increasing the number of interns and specialists in scientific, educational, and research fields, and becoming one of the reputable hospitals in the country.

This hospital is the second rank authority and the staff is headed by Dr. Muhammad Bashir Osmani. Dr. Osmani was appointed as the head of the teaching hospital in 1400 A.H. based on the proposal of the Ministry of Higher Education. He has a bachelor's degree and is a specialist in ophthalmology.
