Financial and Accounting Directorate
Introduction:
The aim of this directorate is to supervise the execution of all financial accounts related to regular and developmental budgets. The main responsibilities of the Financial and Accounting Directorate include: planning and settlement of the regular budget for Kabul Medical University in collaboration with the Deputy Finance and Administration to present it to relevant authorities in ministries/departments; control over the arrangement of regular and developmental budgets for accurate budget stabilization; establishment of effective financial systems for transparency in financial matters; handling the collection of accountable documents (Form M10) for registration and processing of return accountable forms (M12) and (M13); management of arrangements for accountable expenditure forms for regular and developmental projects aimed at clearing project accounts; preparation of monthly expenditure reports in coordination with Prepayments Department for submission to Ministry/Finance Department; processing accountable documents to relevant offices for fund management involving governmental, non-governmental entities, as well as carrying out other duties assigned by authorities, according to regulations, policies, directives, aims set forth by Kabul Medical University.
Objectives and Services:
- Arrangement of Kabul Medical University' s regular budget including Ali Abad Teaching Hospital, Maiwand Hospital, Chesham Hospital, Institute of Pulmonary & Cardiac Diseases, Gynecology & Obstetrics Hospital, Stomatology Hospital.
- Preparation and submission annual final reports (Form M20) to Ministry/Higher Education.
- Acquisition monthly expenses report from Higher Education Ministry, aligning it with Form M20 then sending it Finance Ministry For implementation.
- Allocation records maintenance expenditures payments
for Kabul medical university staff salaries, wages
- Collection all revenues related Kabul medical university on time delivery into government import account.
- Implementation faculty pensions, staff salaries,
- Implementation Doctor, Nurse' s working conditions
